Yang Cheng, courtesy name Kangzong, was from Xia County of Shanzhou in the Tang dynasty. As governor of Daozhou, he submitted a memorial requesting an end to the local tribute of dwarfs; Emperor Dezong agreed, and the people of Daozhou honored him as a bringer of good fortune.
